Patrick Joseph Lally
Patrick Joseph Lally is a Washington, D.C. native and currently serves as Deputy Director for Governmental Affairs, Policy, and Strategic Planning at the National Highway Traffic Safety Administration, where he leads the agency’s engagement with Congress, government partners, safety advocates, and stakeholders to advance roadway safety initiatives nationwide.

Prior to joining NHTSA, Lally served in Maryland Governor Larry Hogan’s cabinet as Senior Executive Director of the Governor’s Coordinating Offices, overseeing seven executive agencies focused on public safety, children, and community initiatives. He also previously served as Chief of Staff to a member of the National Transportation Safety Board, supporting transportation safety investigations and policy outreach.

Lally brings extensive experience in congressional and governmental affairs, including serving as Director of Mayor Rudolph Giuliani’s Washington Office during the aftermath of September 11, where he helped oversee federal appropriations for rebuilding lower Manhattan. He also led Congressional Affairs for the National Trust for Historic Preservation for a decade and began his career on Capitol Hill working for a senior member of the House Ways and Means Committee.

He holds degrees in Political Science and Spanish from The Catholic University of America and remains actively involved in civic and preservation organizations throughout Washington, D.C.
